Bi-Annual Legislative Reception
The 2019 Bi-Annual Legislative Reception was held January 17, 2019 at the Sheraton Station Square. Attendance at this year’s event exceeded nearly 200 officials and significantly outpaced prior years. Allegheny County Executive Rich Fitzgerald kicked off the evening with opening remarks, and then gave the podium over to Association Presidents to discuss a few of the important legislative issues.
The Allegheny County Association of Township Officials (ACATO) President Bob Doddato addressed the issue of municipal advertising, which the ALOM membership will describe as a persistent and expensive concern. The Allegheny County and Western Pennsylvania Association of Township Commissioners (AC&WPATC) President Dave Zarnick of Butler Township discussed the issue of municipal police using radar for speeding motorists.
Finally, the Allegheny County Boroughs Association (ACBA) President Greg Erosenko of Monroeville addressed two issues. The first topic was Harrisburg’s feasibility study on the State collecting local earned income, and how ALOM and the county associations prefer to keep this tax collection at the local level and not have Harrisburg take over this function. He also briefly touched on the ongoing issues of storm-water management and the fact that townships have been granted certain authority for managing their systems, but the same abilities have yet to be afforded to boroughs.
